Cattle officer Stonecamp, an armed lawman from the Oklahoma Department of Agriculture, is attacked and injured in the woods while pursuing cattle thieves. The narrative introduces cattle officer Frank Bennett, who inspects a ranch and notes a shortage of cattle. Frank later meets an old friend, Sylvia, at a diner. She offers condolences for the death of his wife, Hannah, and gives him her number before leaving town to help her father. At a cattle auction, Frank encounters an injured Stonecamp in a wheelchair and offers comfort. Frank and his colleague, Bill, drive separately to a diner, and Frank spots a speeding cattle trailer. At the diner, Bill reveals his wife is pregnant and that he plans to quit the force. While there, Frank grows suspicious of a man who leaves without paying. Back on the highway, Frank spots the speeding cattle trailer again, which further fuels his suspicion about its excessive speed.

He shares his concerns with Bill, who agrees to join him in investigating this mystery. Following the trailer to an isolated farm, Frank and Bill arm themselves and observe the men stealing cattle, noting three trailers in total. They identify Jones, the diner patron who left without paying, as one of the rustlers, along with other men named Thad, Kurt, Harris, and Phillip. Frank and Bill hold the gang at gunpoint and arrest everyone except Jones, who manages to hide. Jones ambushes them, fatally shooting Bill before Frank can react. Frank narrowly escapes, after which Jones and the four other thieves flee. Frank watches them escape in the cattle trailers and decides to take on Jones and the gang by himself. Unable to get a signal on his phone, Frank spots a passing driver, Aksel, and convinces him to give him a ride to the highway so he can track the thieves.

Frank goes to the same isolated diner he and Bill had visited earlier and is greeted by Peggy, the owner. As Frank prepares to call for help, Peggy pulls a gun on him, revealing she is working for Jones and is the wife of Kurt. Frank manages to distract and neutralize Peggy just before Jones and the others arrive. Frank slips out and hides behind trucks, puncturing the tire of Phillip’s truck. He then hides inside a trailer containing the stolen cattle. Jones and Peggy drive off in search of Frank. Phillip and Kurt stop their trailer upon realizing it has a flat tire. Frank uses this opportunity to surprise them at gunpoint. He fatally shoots Kurt when he attempts to draw a weapon. Thad and Harris then appear and try to shoot Frank.

In the ensuing chaos, Phillip escapes, and Frank shoots Thad in the toe. As Harris prepares to shoot Frank, Aksel returns to help Frank and disarms Harris. Aksel does so because he feels it is the right thing to do. Aksel then shoots Harris, and Frank questions the injured Thad about Jones. Frank tells Aksel to call the state police and direct them to the diner. With the injured Thad sitting beside him in the truck, Frank calls and tells Jones that he has killed two of his men. Frank challenges Jones, telling him to either hide or come get the cows Frank has recovered. He tells Jones he will be waiting at the diner with the cows he saved. Peggy insists on revenge, but Jones refuses, prompting Peggy to draw a gun and force him to comply.

Jones drives back to the diner, picking up Phillip along the way. Frank and Thad arrive at the diner, where Aksel is already waiting. Peggy, Jones, and Phillip arrive, with Peggy determined to kill Frank for revenge. Frank waits inside the diner. An armed Peggy enters, while Jones remains unarmed, and Aksel provides Frank with backup, drawing his gun. Frank urges Peggy to stop and save herself, convincing her that Kurt was responsible for his own death. Peggy finally lowers her weapon.

Thieves Highway Ending: Does Frank Kill Jones? Is Peggy Dead?

At the diner, Peggy drops her gun because of the gravity of the situation. With Aksel pointing his gun at her, it becomes difficult for Peggy to maintain an advantage. Despite her rage against Frank, she is not able to do much. Phillip tries to be smart and pulls out a gun to threaten Frank, but soon realizes that an already armed Frank has the upper hand, with Aksel supporting him. Peggy is still furious and curses Phillip for being a coward. Once the situation is under his control, Frank orders Jones to sit down and have a conversation. Without any other option in front of him, Jones sits down with Frank at the table, and the two men come face to face again. Frank tells Jones that he would like to sort this issue out man-to-man.

He also asks Peggy to get them some coffee. Jones deduces that Frank is not married, which is why he is taking all these risks on his own. Frank says that saving cattle is not just a job for him but what he lives for. Jones counters that there aren’t many opportunities for men like him, which is why he steals cows. As the two men discuss their morals, Peggy brings them two cups of hot coffee. Jones uses this opportunity and suddenly pours hot coffee on Frank to distract him and gain a temporary advantage. At this moment, Peggy also grabs her gun to take revenge. While trying to shoot Frank, Peggy accidentally kills Thad. Aksel realizes what is going on and manages to shoot Peggy on her left shoulder.

Peggy gets more furious and starts shooting without any restraint. Sensing that Frank might not kill Peggy, Jones holds her and uses her as a human shield. Phillips observes all this and tells Jones that what he is doing is not worth it. Frank, hiding behind a wall, tells Jones that he must pay for what he did to Stonecamp and Bill. Phillip reveals that Jones beat Bill mercilessly, which angers Jones. In a state of rage, Jones fatally shoots Phillip. Aksel tries to control the situation by shooting Jones, but he mistakenly shoots Peggy, killing her instantly. Jones is hurt too, and he lies on the ground next to Peggy’s corpse. Jones is still armed, and Frank kicks the gun away. Frank and Aksel finally assume full control of the situation as every criminal associated with Jones is dead.

Frank holds Jones at gunpoint and orders him to step outside the diner. Frank and Aksel take Jones next to a tree, with Aksel’s truck parked right next to it. As Frank ordered, Aksel gets a long rope, makes a noose, and hangs it from the tree. Jones realizes that Frank is going to hang him to death and asks for a quick death. Frank refuses and orders Aksel to put the noose around Jones’ neck. Jones stands on the back of the truck with the noose around his neck. The truck is the only thing between him and death. Jones begs Aksel not to move the truck. However, on Frank’s command, Aksel drives away, and Jones starts choking to death. Just as he is about to die, Frank shoots the rope, sparing the man’s life.

Frank does so because he is still an honorable lawman. Jones, having experienced the fear of death, realizes the level of damage he has caused innocent people through his cattle rustling activities. Frank tells Jones that the cops are already on their way. As sirens sound in the distance, Frank tells Jones that he is sparing his life to maintain his own dignity and prays for God’s mercy. Despite his rage, Frank chooses his morals over petty revenge.

What Does the Mid-Credits Scene Signify? Will Bill Get Justice?

The mid-credits scene is a poignant sequence that adds depth to Frank’s character arc. We see letters from various victims of cattle rustling, addressed to Frank. Each of these letters expresses gratitude to Frank for ensuring justice. Frank’s job is not just to catch thieves, but also to make people’s lives easier. We see that he is a respected man in the community, and people trust him to do his job honestly. Some of the letters also contain words of encouragement, comforting Frank, who is mourning his wife’s death. We also see that the number of cattle thefts in the area has decreased as a result of Frank’s dedication. Frank is more than a cattle officer and is a symbol of hope for those in need. Bill is killed mercilessly by Jones earlier in the narrative. His death is what motivates Frank to hunt down Jones and capture him.

Though the narrative doesn’t explicitly talk about Jones’ punishment after Frank spares his life, it can be presumed that the cattle rustler gets a proportional sentence from the court. Through this process, Bill might finally get justice for everything that he suffered. Bill gave his life in service of the law and will likely receive the posthumous respect he deserves. There is instant romantic attraction between the two of them, and Sylvia gives Frank her number. However, due to his own struggles, Frank is unable to see her. He even places a call to Sylvia from the diner’s landline, but it goes to voicemail. After he handles the Jones case, Frank decides to get over his inhibitions and finally talk to Sylvia. He heads out to Sylvia’s father’s farm, where she lends a helping hand. Frank gives Sylvia flowers, and she smiles before inviting him into the house.

It is likely that Frank and Sylvia will get together and pursue a relationship, as they have known each other for a long time and need an emotional connection. Before driving away, Aksel hands over the cattle officer badge to Frank. Aksel gets involved in the case by accident and becomes a source of support for Frank. After ensuring Frank’s safety, Aksel leaves in peace. It is likely that he will continue being a friendly man and step in to help strangers who are in need. Aksel’s character arc in the narrative represents the fundamental goodness of human beings.
